Foster Family Requirements: Who Can Be a Youth Family Caregiver?

Are you interested in becoming a foster family caregiver but are unsure whether you would be eligible to do so? Keep reading for an overview of some foster family requirements to be a caregiver with PLEA Community Services

What is a Foster Family?

A foster family is a family that provides a safe and nurturing home environment to a child or youth who, for whatever reason, is unable or unwilling to live with their own family. These youth have typically faced significant challenges in their lives, including possible abuse, neglect, addictions, family breakdown, or family illness. Foster families may host a child or youth temporarily, for as little as 6 months, or a longer period up to the age of 19.

As a part of the child welfare system, foster families play a pivotal role in supporting a child’s needs in collaboration with case managers, social workers, therapists, and other professionals. This means that foster family requirements extend beyond simple physical needs like shelter, food, and clothing. Foster caregivers must also provide emotional support and safety to help youth heal from trauma and thrive.

Foster families consist of diverse backgrounds and structures, including single adults and couples with or without biological children of their own. Youth should be carefully placed in an environment that will be a good fit for their unique needs and challenges to give them the best likelihood of thriving.

Foster Family Requirements

Being approved to be a foster family caregiver can be a lengthy and thorough process, but we can assure you that it is well worth it to find the right fit for both you and the youth in need. Few things are as rewarding as helping youth overcome challenges in their life and heal from trauma. Different foster agencies and social service organizations may have slightly different foster family requirements.

PLEA Community Services has a successful track record of working with youth who have not been successful in other settings, which is one of many reasons to be a foster family caregiver with PLEA. We have over 40 years of experience coordinating services tailored to the individual strengths and needs of the youth, including equipping our foster caregivers with the skills and training they need to provide the right environment. The foster family requirements include (but are not limited to):
Age, Work Status, and Residency Requirements

There are a few non-negotiable foster family requirements to be a caregiver with PLEA. You must be at least 21 years of age, have lived in Canada for at least one year, and be legally entitled to work in Canada. This includes being a citizen, a permanent resident, or holding a valid work permit or work visa.

Home and Bedroom Requirements

The youth in our care have often bounced around different places and faced instability throughout their lives. It’s crucial to provide them with a safe place to live with minimal disruptions. To be a foster family caregiver, you must demonstrate that you can provide a safe, stable, and nurturing living environment in which they will be treated like a real family member just like any other part of the family.

You must be able to provide each youth with their own furnished bedroom with minimum dimensions of 7 by 10 feet. This bedroom should have a door, window, and a closet and offer the youth a comfortable, private place. Ideally, the youth’s bedroom should either be on the same level as yours or the floor above. For teens who smoke, we prefer that you offer a designated outdoor smoking area. If this is not possible, we ask that you find a safe place nearby where teens may go to smoke.
Presence of Other Children in the Home

The youth we serve require individualized care and attention. To be a foster family caregiver, you may have no more than five children living with you at one time, including your own children. We will not place youth in homes with international students or clients from other foster agencies. If you are a caregiver with another social service agency, you will not be eligible for a contract with PLEA until you have completed your existing contract.
Foster Family Caregiver Time Commitment

Foster family requirements go far beyond simply providing a shelter for youth. At least one designated caregiver in the home must be available full-time to meet the resident’s needs and provide support and supervision as required. You are still permitted to work a job outside of this commitment. You can work outside the home as long as another adult qualified by PLEA is at home to provide care as needed. You may also work remotely from home as long as the needs of the kids living with you always come first and you have the flexibility to assist them as needs arise.

We expect you to encourage the youth living with you to become an active member of your family and do your best to ensure the youth in your care gets the specialized care they need. Offering a safe, loving environment means welcoming the youth(s) into all family activities, including meals, birthday celebrations, and more.

Training and Regular Meetings With Case Managers

There are several essential skills for foster family caregivers. No need to worry if you don’t have experience with fostering – we will provide you with the training and support you need to succeed.

Once you have successfully completed the assessment process and are approved to be a foster family caregiver, you will receive a comprehensive orientation that will give you the foundation you need to provide the best possible care. You will learn a number of valuable skills that will help you as a caregiver and beyond, including first-aid, verbal de-escalation, and how to provide culturally-safe and trauma-informed care.

Throughout your time as a caregiver, the expectation is that you will put effort into learning and growing in your role. This involves periodic training and meetings with support staff and other caregivers. Our caregivers find these chances to connect with other families incredibly valuable for sharing experiences, challenges, and strategies to help youth in their care.
